The National Hurricane Center has said "environmental conditions are very favorable for continued intensification."

The National Hurricane Center said Hurricane Rafael formed Tuesday evening on its way toward Cuba and the Gulf of Mexico while tropical storm warnings were issued for the Florida Keys.

Tropical Storm Rafael is forecast to become a hurricane in the northwestern Caribbean near the Cayman Islands before making landfall in Cuba.
