This may be too late to be helpful, but we hiked it with patchy snow in December. The gate is closed to cars at the main road. There is parking at the gate. It's a couple miles up to the top. I think it is too steep for cross country skiing (at least for me) but it would be good with snow shoes in deeper snow.

Unfortunately I can't help you with this question since we didn't hike inside the park. Hope you have a great visit when you go.
