This may be too late to be helpful, but we hiked it with patchy snow in December. The gate is closed to cars at the main road. There is parking at the gate. It's a couple miles up to the top. I think it is too steep for cross country skiing (at least for me) but it would be good with snow shoes in deeper snow.
We will be visiting on Oct 24 which I know is during the off season. Any tips on best ways to get to the top, how to find the entrance to hike by yourself (is it well marked?) and how to enjoy it without the tours and visitor's center?

When we were there in July there's a lot of volunteers who will guide you where to go and gives you information of the area. They also have laminated flyers you can read which they clean evryeachbuse. Theres a small area in the lower part to score and abou 40min to reach the top. I think part of the entrance is for the volunteers, theres no bus to take you like usual so you need to drive to the midpoint. Enjoy!
They do have some provisions for wheelchair access to part of the area; however, there is not any provisions to get up to the actual site near the Chimney Rock itself.
